I think you are forgetting how far north Canada actually stretches. If you in fact look at a globe, you will see that Winnipeg is pretty close to Rugby, ND which touts itself as the geographic center of North America.

Boom! My home town. Winnipeg, located in the center of North America, yet seems to be in the middle of nowhere. Up until recently the home to some of the worst liquor laws in Canada. Cheers! The building in the foreground is the Canadian Museum for Human Rights designed by Antoine Predock.

Although a capital, not the nations capital.
