That is a sediment clog from a tube. Do a few sanitizing cleans followed by some quick cleans.

You are 100% correct, the hot wort in the chambers is intended to sanitize the dump hose. Probably not a true sanitize step, but it can't hurt.

15 amp should be ok but the wattage does get close. Could also be your gfci or old wiring. May want to try a different circuit if that is possible. I run mine on a 20 amp circuit.
