    How much yeast did you pitch? What temp is it at now? You could try a few fixes, adding more yeast, warming it, rocking it, adding brett... Your recipe or process could be at fault. With more info we can try and help you avoid the problem in the future.

    IF you get the aroma you want from dry hopping then you should dry hop more. The website may be correct about getting more at 7 minutes, but if it isn't more of what you want.... You could also try a hop back.

    Listen to the Jamil Show on RIS. Be sure to pitch enough yeast and use a blow off tube, these things are notorious for explosive fermentations (I still have RIS stains almost two years later). Stay safe in Afganistan.

    You do harm to your yeast by not rehydration per the manufacturer's instructions. If you want to make a starter after rehydrating you can but I would just use another yeast packet, it's cheaper.

    non-malted grains

    Thinking about it you could probably use a fair amount of unmalted grain as a base as long as you had a high enough DP and are able to do an extended step mash. It is all theoretic but I could see good beer coming from a 75% unmalted grist.
