Racked too early.
Even if you had racked, it would have been fine. There are still tons of yeast in suspension to do the job.- xdfxdgh

Causes of low attenuation
Well, I've seen a lot of extract batches that seem to peter out at 1.020ish range. The water in the swamp cooler was pretty cool... any idea what the temp of the beer in the fermenter was while it was fermenting?- xdfxdgh
