With the right size, it doesn't matter if the bung is wet or dry, slips right over the top of the carboy nicely. Just DON'T try to lift your carboy while holding onto this... it'll slip off...and you might...
I try to bottle condition near the same temp range as the yeast I used. I don't want it going too fast or too slow. Yes, I condition them in my fermentation chamber since my wife likes to keep the house like an inferno.....
