I think it's dead now...at least in my eyes. Per Jake's twitter post, Chip left NB and took the camera (per Chips twitter post). I think it's dead and buried.

It helps with the hop utilization so it would increase how the alpha acids become incorporated in the beer. The lighter the gravity the more bitterness you will extract. What I do is put about half of the extract (if boiling less than 5-6 gals then topping up) up front and the rest at the end...
It would be a good bet it is but doesn't mean you have to toss it. Let it sit for longer if you can and you may have a pumpkin sour or a dry pumpkin ale. If that's your thing.

I would cut the lactose to 8oz (1lb seems a bit much for a 5gal batch).
I would also get my hand on some cocoa nibs, they tend to provide more chocolate flavor than the cocoa powder.

Something tells me BTV is def taking a hiatus. I've seen too many NorthernbrewerTV posts on youtube instead of brewingtv videos. Oh well I do enjoy their guest lecturer series of videos.
I think it's getting scrapped and they are focusing just NorthernBrewerTV. They posted on youtube a how to make a wine kit videos when Michael, Jake, and Chip already did one on Ep 65. It was a little more detailed but it def wasn't the same...a shame.
