give it time mead made with wine yeast will take time. I would leave it in secondary for 3-6 months or rack sooner if it drops a bunch of lees. If you are looking for a mead sooner then i would try BOMM on this forum.
I would not split and dilute the batch. It would be very tough to do right especially if it still has some residual sugar left. You could drink it still which is what i would do. The only other option to force carb.

Some times yeast will float on top even after its done fermenting. How long ago did primary finish. It is hard to tell from the pics but If you are worried you can rack from under it but you will lose some. Also like others said use a smaller carboy and try to minimize head space.
