For 2x 4500w elements running at the same time wouldn't you need to go with 50A instead of 30A?
I also think the common variants of 2x 4500w I see are:
1 - 2x independently fired elements for back-to-back batches.
2 - 2x fired-together elements for larger batches / quicker ramps.

So it looks like this will go into effect sometime in July 2013? Sounds like Cuomo signed it and reading the text of the law it says it goes into effect 180 days after it's signed. I'm not a lawyer or anything but that's how I read it.
You don't need a mini computer. You could use an old PC running Linux & owfs with one-wire components.
