The condenser coil is easy to get to. Should be in the compressor compartment with a small fan that blows room air over it. Just like the a/c on the outside of your house, if it gets dirty head pressure goes up and it does not cool well. (trips on pressure switch.) I do not do refrigeration...
You might try cleaning evaporator coil and condenser coil. Not sure where they are located. Dirty evap coils will cause freezing on home ac units. I'm guessing take the side plate off and blow out with air.

I plan on conditioning for 3-4 weeks. I said the same thing to my wife. Clean up was longer than kegging. As for the filter, yes all gravity fed. I use this set up attached to the faucet for my brew water also. The base unscrews and you change the filter. I have taste and sediment filters...
Filled my first keg tonight. Purged head space with co2 and set in garage until morning. Supposed to be 32 out tonight. I will put in shop fridge in morning and set pressure. Also I am harvesting my first batch of yeast.
Sounds like either you are low on freon or the compressor is in a hard start, or locked up. I do residential/commercial HVAC. Haven't done a lot of refrigeration though it is close to the same concept. On regular house hold systems we put a hard start kit on compressors to give them a boost...
