I too am addicted to Houblon Chouffe Dobbelen IPA. I followed this recipe and found it to be pretty close. A bit too much amarillo hops, but since I absolutly love those hops, it didn't bother me. https://www.homebrewtalk.com/f71/houblon-chouffe-aka-hopchewy-150742/

As far as proplyene glycol goes it appears that it is used to add texture and foam http://www.cbsbrew.com/Fiches/Fiches_html/Stabilfoam.html also it is know to absorb oxygen in water, this would affect the yeast negatively
