That's a nice idea on the Arduino - that way you could also possibly rig up a thermometer and a relay that to a dimmer switch to maintain a constant temperature as a colleague of mine suggested. Personally - I went a bit more rough and ready/hammer and nails/plyboard and sweat in my design...

Now that you mention a bigger fan - something just occurred to me. Somebody's laptop at work was getting hot, and we bought him a fan to put underneath his machine (budget considerations...). That fan would work well in this scenario...
