Looks to me like its some kind of permanent one. Normally you should also have two small notches in the side to rotate the locking pins around to, so you can pull it up and out. Maybe this one was never designed to be fixed/maintained to add new seals etc... maybe it was just meant to be used until the rubber stoppers got ruined and then it was done?
