I plan on brewing Raison D’Etre Clone and have the recipe from Sam's book.

There aren't "kits" available so where can I piece the ingredients together? Which online retailer is the best for ordering a grain bill and adjuncts (like beet sugar)?

Most online homebrew shops are going to have light Belgian candi sugar and Belgian dark (both are made from beets). A google search of Las Vegas homebrew comes up with quite a few shops that likely have what you want.

I don't know if Extreme Brewing has them available online but I saw a few kits in my LHBS but it live in DE where there located. They just came out though so I'm gonna have to try one.

The sole LHBS here is expensive. I prefer to go online.
