I bought an IPA kit which came with two packs of Wyeast liquid yeast. I'm assuming this was to avoid a starter being required? If I want to make a starter, I can just save one pack for another brew, yes?

I would assume so, but assumptions are assumptions. Double check with Mr. Malty's calculator to see how much yeast you need.

2 activator packs would be 2 billion cells if I'm not mistaken. That would be plenty for a 5 gallon batch I would think. You could make a starter with one pack and save the other if you want.

Odd. who did you buy it from and did it say it would have two? I've never encountered that before. Wonder if it was a mistake.

    OG is 1.066

Winter IPA from AHS. It was an option when selecting the kit. I can't remember what it defaulted to, but I went with it because of the high OG and not being to familiar with starters at the time.

Okay so you will need about 230 billion cells for that.
You could use both packs OR you could use 1 pack with a 2 qt starter.
