did a stone clone a week and a half ago, took a measurement today. went from 20 brix to 11 brix. approx 1.083 og -> 1.019 ish. calculations from http://onebeer.net/refractometer.shtml. think i should rack to secondary to age a bit so i can free up my bucket, or go straight to bottles?

No need for a secondary unless you want to clear up the beer...I would take a few more readings over a couple days to cerify fermentation is complete. Then id just cold crash it and bottle it...

let it sit for another week or so, then bottle or secondary. Honestly, if you do bottle now, assuming the SG is stable, you won't go wrong either way. I tend to leave things in the primary for 3 weeks, then bottle. Its easier to buy a second bucket and lid with an airlock for $15 clams than take it out of the fermentation primary early. (IMHO)

Is cold crash all that necessary? What is it for?

Necessary, no, but it produces a cleaner beer. It causes the yeast to fall out of suspension leaving you a nice clear beer.
