If I use a starter and get the sulphur smell while starter is in progress, will that lessen the chance of sulphur being produced during primary fermentation?

A starter is basicly the same as fermenting a mini batch of wort. Some yeast gives off a lot of sulpher smell in the process of fermenting. That doesn't mean that it will have that taste in the finished product. If you used liquid yeast the web site for the yeast is generaly pretty good about giving information about a given yeast having a distinctive smell durring fermentation.

You will most likely get it during fermentation also, once the yeast begins it cycle again it will kick off the SO2...don't worry, it won't carry over to the brew, but it will stink up the place for a few days.
