    Probably. Have you gotten the same reading for a couple of consecutive days? That's already really high attenuation, so I'd bet on yes, but you need to get the same gravity on two or three consecutive days to be sure.

    Take another gravity sample in three to five days. More time in between samples will make a small drop in SG easier to read. Your sample looks very cloudy yet. Besides checking SG I look at the samples for clarity. Clear beer going into the bottle means less sediment in the bottle and more clear beer to pour out.
