Has anyone tried welding fittings/couplers to a plastic conical tank instead of using bulkheads? It seems like a more sanitary and simpler option than assembling multiple parts.

You are going to want to use a bulkhead. I have plastic welded before and you can get little bubbles where nasties can hide. Also the material could pose a problem with welding. Some plastics are very difficult to weld together.
