When i carb my beer (12 to 14 psi for at least one week at 42 degrees) should I not connect the party tap during this time to lessen the chance of leaks? After a week can I just connect the ball lock party tap or do i need to release the pressure, connect and the repressurize?

I carb at 12 psi for one week and only use the party tap if my post leaks.

No need to release pressure before or after connecting ball lock connectors.

Another good practice would be to take your spray bottle of StarSan and squirt the lid and posts of a keg just put on the gas. Leaks will form bubbles in the StarSan.

I also shoot a little StarSan in the Ball Lock connectors before I hook them up. Lubricates the o-rings and makes the connection easier to make.
