Floaties

Fermenting an Ipa. 1 week in primary @68°. Now in secondary for a week @68°. Added dry hops in bag after racking to secondary. After first week in secondary this developed. Good/bad? First ipa I've brewed.

Looks fine to me. Except that it apparently solidified, because it's not pouring out while the carboy is laying on it's side...

Dry hopping with pellets in a hop bag won't keep out all the hop particles. That's mostly what you're seeing at the top. Some would be yeast. It'll be hard getting the bag out of a carboy too.

It doesn't actually look suspicious, but it's not the most revealing picture, either.
A tighter shot showing the spaces between the rafts might be more telling, but in lieu of that I'd say stay the course.

That said, next time I'd recommend weighting the hop bag so it stays submerged.
Whenever I've seen shots of "Dry Hopping Gone Bad" there was an exposed hop bag in the picture...
