I have a two gauge setup up. one shows pressure left in the tank between 500 and 1000 at the moment, but the pressure gauge to the keg does not move when I adjust the pressure. The gauge is stuck at about 18 pounds or so. No matter how much i adjust the screw up or down the needle does not move. Sounds to me like the gauge is froze/broke but wanted to hear from the forum on a fix before I buy a new one.

Have you tried tapping the gauge? Mine does that sometimes but a couple taps usually frees it up.

Unless you have an anti-backflow-preventer (aka check valve) installed beyond the regulator output, the low pressure gauge "sees" everything down stream of the regulator. That means if you hook up a keg, pressurize it to, say, 30 psi, then turn the regulator down, the low pressure gauge will still read 30 psi.

fwiw, some regulators come with a manual relief valve to immediately release down-stream pressure. Again, without a check valve, the PRV will be releasing pressure from an attached keg as well as the regulator body. If you need a sanity check, turn the regulator down, disconnect any keg(s) from the regulator, then pop the regulator PRV. The low pressure gauge should drop immediately...

    Cheers!
