Is it safe to bottle in fliptop growlers.

I've done it several times.... I've heard that they might not be made to take the pressure of bottle conditioning, but I haven't had a problem.

    YMMV

I wouldn't do 4 volumes or anything... Maybe stay below 3.

The glass thickness in growlers is inconsistent and random. They are not designed to withstand fermentation pressures. A lot of people have done it successfully and a lot of others have had them explode. Keep in mind that when a growler explodes people have found glass embedded in the ceiling. It can be extremely dangerous if someone happens to be nearby.
