Yeast hasn't started after 20 hours???

I pitched a WLP004 Irish Ale Yeast 20 hours ago and there is no activity at this point except some settlement on the bottom of the carboy. I made a starter the morning before and used a stir plate for the first time. By using a stir plate the only way I could tell if the starter was working was by smell. It seemed okay. My OG was 1.066. I have never seen a yeast this slow to start. Do you think I need to repitch? Or should I roll the carboy to stir up the settlement on the bottom or just be more patient? Any help with my concerns will be appreciated.
