Default To Pluck or Snip?

I was wondering if it is better to just pluck the cones or snip them from the bine?
Also i have some cones on my Nugget that are browning but are not fully developed, should these be picked? They have the hoppy yellow pollen under the leaves.

If a cone doesn't snap off, it isn't ready.
