Default Picture resizing software

I use this at work all the time. It is free and you can just literally pull up any picture file on your computer and type in the dimensions you want. It produces the new picture for you scaled down or up to whatever dimensions you entered.

Pixresizer is good, or if you use a mac, I could upload a copy of my AWESOME automator script.

I use paint. Stretch/Skew. Free and came with my OS.

Is this one limited to file type? That is can it process RAW files?
