Ah the rest of the story seems to be that after the guy installed his "abstract cactus art" he said he'd take it down if the neighbors apologized, they did, he took it down, all is good (though it sounds like his neighbors are douches, he was 1 ft over height and that later would have been rectified by the landscaping he said, somehow)
