I'm assuming you mean 1 quart per pound of grain which will work just fine. You need to fly sparge out to more than 7 gallons if this is a 10 gallon all grain batch. If not, you're efficiency will suffer and it will be a partial mash not all grain. This is assuming you were looking for about a 7% or so beer. That's also a pretty intense hop schedule, you might want to look at the price of hops these days, unless you already have some, before you buy all those hops for one batch. Personally, I'm also against carapils in most all grain beers. It shouldn't be needed, you have a thick mash and a big grain bill and a mash temp of 151 which should take care of any head or body issues.

Looks like hop heaven!!!
May I suggest 1/2# to 1# wheat. I always add a bit of wheat to my pale ale and IPA brews it adds a complexity that always seems to be missing in other brews I try and it will assist in head retention to boot.
Cheers
JJ

At 1 to 1 ratio that will give me 6.5gal plus the 7gal for sparge to give me a totle of 13.5.

I do have all the hops. I have 16-25oz of each verity

Yes it would. But that would not be a fly sparge. In a fly sparge you need to maintain the water level in the lauter tun. So, you will need 6.5 gallons of mash water PLUS 10 gallons of sparge water.
