Fridged start won't start?

I saved some yeast cakes in the fridge in a mason jar. The yeast is DanStar Nottingham. They were previously used for hi-grav (OG 1.095 and 1.110) batches.

I brought them to room temp, brewed a light wort (chilled it), and pitched. They are now sitting under a blowoff tube.

It's been 18 hours and hardly any activity. I'm used to see foam volcanoes from my starters (hence the blowoff tube).

Current room temp is 69F.

What gives with this?

And this is just their second batch?
Yeast from high-grav beers can sometimes be stressed, but if it's only been around once, it should still have some kick left. If it's working (even slowly) I say give it some time and see what happens.
 
OK. Now that I think about it, 1/2 of it is on it's second time around.

But I can wait. Perhaps I should put a jacket on it to retain heat for a while?
