I was going to get some hop rhizomes for my brother to plant on the old family property in Washington. Then I found out that Washington has a total hop disease quarantine. Anybody know of an in state source? There must be some given how much hop crop is grown there.

Depending on where he is, you could try contacting Washington State University's Hop people. OSU's Hop program will give away (sometimes and you have to pick them up) rhizomes of the rarer hops to help conserve the strains.

Do you have any idea if any other universities would have a hop program, and if not, would OSU make rhizomes available to nonresidents?

The only hop programs I know about are WA & OR. No, strictly locals.
