I have a used HDPE 15 gallon barrel that had contained soy sauce. Could I add a hot water tank heating element to it to create an electric hot liqour tank for my sparging?

Sure as long as it can handle the heated water and heating element and the soy sauce smell and taste are gone.

P.S. That's a lot of soy sauce!

I think you could, the only thing I don't know is how hot the base of the element gets. I would be worried it could get hot enough to melt the plastic. My other concern is that the soy sauce flavor/smell has sank into the plastic and might be nearly impossible to remove from the barrel. No matter what you do good luck

Maybe look into BOBBY_Ms hot rod at brewhardware.
Use that, and you could also use it elsewhere, like maintaining you boil...
