Cable heater vs Tube heater

I am putting together my fermentation chamber, composed of a chest freezer and controlled by brewpi. I have two options regarding heating

Either an 80 Watt 9m cable heater that I can tape to the interior walls, equidistantly spaced and backed with some reflective tape. The advantage of this would be an even heating of the chamber and minimal hot spots whilst taking up very little space.

or a 40 watt 1 ft greenhouse tube heater like this

Which will have to be mounted horizontally over the compressor pump, theoretically result in less even temp and slow heating times.

The only advantage I can see of the tube is cost.
 
I would use the tape heater. More even heat, plus I use it in my work, so I have gobs of it lying around. Im not too familiar with Pounds, but the price diff. seems minimal, as compared to quality.
