Here's an update for this thread. The bill has passed both the House and the Senate and been passed on to Governor Brownback for signing. There doesn't appear to be anything other than a wait left. Once it's signed and published to the Kansas Register we'll be able to legally transport and share our libations!

This thread is now appropriately named, as Governor Brownback has signed SubHB2223 into law!
