Default Is this mold?

So I have an IPA in primary, been there about a week. I recently renovated a room in my basement and this is the first batch I've put in there for fermenting. I've never had this problem before, and I've brewed about 15 batches. I always clean thoroughly and sanitize everything so I'm fairly certain it's not that... Has anyone ever seen this before?

Looks like yeast, did you use dry yeast? I see that some times when the sprinkled yeast sticks to the inside of the carboy neck.

I did use dry yeast, and I did gently stir it once I put the yeast in.

it's the dry yeast you poured into the fermenter, looks just fine to me.
