Hi,

I'm making an Amber Ale (first time brewer) and I was wondering if ale yeast ever settles to the bottom? Because if it doesn't then wouldnt the yeast reform top floating colonies when its in bottles and is carbing?

No. It settles to the bottom after frmenting & cleaning up fermentation by products. It settles on top of the trub & is the whiter looking stuff.
