I had a batch of bottles in the basement conditioning for three weeks at around 60F...friend had his of the same batch in his kitchen at around 70F...

Mine have almost zero carbing and his are fine...

I assume if I warm mine up for a few weeks they'll take off again and condition properly?

Also at what point is it ok to take them back to the basement to finish out aging/conditioning?

Yup, warm them up. Move the back to the basement when they're carbed up!

In order for bottle carbing to take place around 3 weeks fro average gravity beers they must be at 70 or above. The cooler they are the longer they take, and if the temp is near a yeast's dormancy temp, they won't carb at all until you warm them up.
