Can your beer be too cd to carbonate & serve? My kegerator is not ready & my garage is 25 f and i have a picnic tap that i can use.

It can be frozen, if that's what you're asking.

The exact freezing point of beer depends on its composition, but as I understand it 25F is too cold for most beers to stay liquid.

From what I have seen most people serve between 38-44, like Malfet said it will most likely freeze

Do you keep the constant CO2 on it evening when not using it or do you shut it off to not waste CO2??

Unless your system has a leak, you won't waste CO2. The whole point of the regulator is to ensure that you keep a constant amount of pressure on the beer.
