Default Irish Car Bomb Stout Extract

Got inspiration from several places, lots from here:

Anyway, here's my recipe and a few questions:
8oz Black Malt
8oz Caramel 80L
16oz Lactose (Is 16oz enough, or should I go up to 24oz?)
1oz Northern Brewer Hops @60

For secondary:
2oz untoasted american oak (too much? too little?)
2 vanilla beans; split; seeds scraped (too much? too little?)
4oz cocoa nibs (Is this enough cocoa nibs to get a good hint of chocolate?)
soaking all the above in ~2-3 cups of Jamesons for the duration of the primary

Tipsy Viking Brewery
Primary: Nothing
Secondary: Nothing
Bottled: EdWort's Apfelwein, All Citra Pale Ale, Bourbon Vanilla Stout, and Belgian Quad.
