You should be fine. If the pH is in the proper range (under 6 ), then you will not extract tannins if you go over 170 (just a ballpark temp.) People do decoctions where they boil part of the grains and have no tannin issues.

Topping off with extra water is fine. Hitting the target OG is nice, but not necessary - unless you get into competitions. Depending on how full your carboy is, you can wait until the vigorous fermentation has stopped to add the water (or even when packaging) to help minimize blow off. I typically just buy distilled water to do this and haven't had a problem.

I just top off to the recipe total volume & leave it at that. but I also pour wort & top off through a fine mesh strainer in a circular motion to make it pour out the bottom of the strainer like rain for better aeration. Stir roughly 5 minutes straight to mix well & aerate a little more.
If the OG is within range or a bit higher,cool. I've done my job. Seal'er up & just walk away from that big fat tank of gas,& I spare ju li...oops,wrong scene. My bad...
Distilled or spring water work pretty well for extract or partial mash. Great when ice cold for top off. I added about a gallon & a half to 70F wort & got it down to 66F at the 5 gallon mark.
