So I bought a Brewer's Best IPA extract kit. I also bought 1 lb of flacked rye. I am wanting to make a rye IPA. But I am not sure how to add the rye. Do I steep it or what???? Please can someone help.

You need to do a partial mash with some base malt, as rye flakes have not had their starches converted to sugars. It's not much more difficult than steeping grains, and there are lots of examples if you search for it.
