I can't imagine using a drill on any speed setting would do anything but aerate the beer. Just stir very slowly with a long spoon or mash paddle that has been properly sanitized.
You can add me to the camp that just racks on top of the sugar solution. Using my autosiphon I find it mixes well enough to evenly carb the whole batch.
