Default Burton Ale yeast slow to start?

This is my first time using this strain, I did not do a starter as the OG was lower than 1.060. It has been in the fermentor since 11/03 8:30 pm. So about 36 hours. I have had no noticeable activity as of yet. I did use yeast fuel, and although not aerated, while transferring to the carboy it got about 1.5 inch of "head" from the natural aeration. Not sure what to do now.

Fermentor temp is 66-70 degrees
