Not sure what they mean by halting beer production to make water... Its all fizzy beer flavored water to begin with but its a very nice gesture for those in need.

Admittedly, I didn't read the cited article, but in what context are they "making" water?

My initial assumption would be that they are treating a municipal water supply to optimize for drinking.
