Default Brew belt?

Am just about to start the primary for a winter ale. The temp in my basement is around 18-19 degrees C. Should I use a brew belt to increase this or am I ok? Do brew belts offer a consistent temp across the whole fermenter?

I wouldn't use a brew belt. 18c-19c (~65F) is a great temperature to ferment your beer at!
Stop using so much caramel malt. Your beer will thank you.
(yes, Carapils is a caramel malt...so is Special B)
