Right.

It's still boiled for 60 minutes. It's just that the hops go in the boil kettle as the first runnings do, so they are also steeped during the sparge.

So as not to confuse the OP, this is an extract recipe with steeping grains so terms like first runnings and sparge are not needed,

BUT do you put them in before or after steeping the grains?
