Ok, so I switched over to a 75 watt bulb in a paint can for the heat source. Even with that it would overshoot to temp and kick the freezer on, so I added two 5 gallon buckets of water, and taped the sensor to the outside of one of them. Seems to work like a charm now, hasn't overshot the temp once yet. Thanks for all the suggestions guys.
Now I gotta get to brewing, so I have something to put in there besides water.
