Say you need to brew a 1L starter.

Is the 1L measurement pre or post boil?

For example, You'd add 100 grams to a flask and fill up to 1L with water, then boil 15 minutes, then take note of the volume. In my experiences, after cooling down and whatnot, I'm left with somewhere around 750ml of starter.

Should I be adding extra water to ensure I end up with 1L?

boil-off it typically calculated at 15% per hour. so unless you boil your starter for an hour - a silly thing to do - reaching 25% boil-off would be extreme.

i've thought of this question before, so i typically boil something like 1.05 liters, end up with 0.95 liters, then proceed to relax, not worry, and have a homebrew.
What hops should I grow? Looking for cheap honey?
- Fermenting: Empty-the-freezer DIPA (1 pound of hops in last 5 mins, Chico & 644 split)
- Drinking: English Barleywine (half on brett), local sour cherry kriek #2, sour blond on second-use cherries, 3726 + dregs mega-mix sour, Bugz n' Critters sour.
- Aging: 3726 saison w/ Lochristi, GNO 3724 saison w/ brett mix, cherry mead, acerglyn, and a few other sours...
