Is anyone familiar with the regulations regarding selling a brew kit? Not necessarily grown by me, but just formulated, purchased wholesale and produced/marketed by me.

Just looking for a place to start reading, my own web-searching is coming up empty.

Uh-huh, uh-huh. Okay. Um Can you repeat the part of the stuff where you said all about uuhhh, things.

Its standard retails sales, perhaps with some local health dept regs.

Just standard retailing. You aren't selling prepared foods so I doubt if the health department cares. I would try some LHBS that sell their own kits and see what they say.
