Looks good, but maybe you want to go with 2 lbs. of Pale Malt Extract instead of the Dry Wheat extract. Might taste a little too wheaty. Woudn't be a bad thing, if that is what you want.
Also, take only the zest of maybe 2 oranges and add at the time you indicated, or even at flameout. Add the honey when you add the cold water, so you keep the delicate aromatics of the honey.
