I am doing a no chill, because I did not allow enough time for a 2 step starter.
I will be pitching my yeast in the morning after my second step has finished.

My question is I have my hops in a paint strainer bag. The last addition was one ounce at flame out. When should I remove the hops?

Usually chilling takes me about 1/2 hour and then I drain to the fermenter and pitch the yeast.

The beer is a Black IPA.

I also missed my target OG. It was supposed to be 1.073 and I got 1.066.
I'm using Beersmith 2. I have been varying above and below target but the beers have been great.

No advise on how long to leave the hops in the wort?

You can remove the flameout hops when the beer is chilled to ferment temps or you transfer to your primary.
