I pulled a recipe off the internet for a hefenweizen and after buying the ingredients something doesn't look right. Recipe is:
5 lbs Pilsen
4 lbs Flaked Wheat
.5 lbs Carapils

Is there enough diastatic power to convert all the flaked wheat or should I return 2 lbs of the flaked wheat and get 2 lbs of malted wheat.

I'd personally do the malted wheat as you suggest. I typically use only malted wheat in my wheat beers though.

With the recipe as given, If your mash temperatures are good, you should be fine to convert, however, with the amount of flaked wheat (42%) you may run risk of a stuck sparge depending on your equipment. Another reason I would suggest cutting the flaked back and looking to use malted.

We only do BIB so a stuck sparge is not an issue. We plan to do a 4 step mash.

Step mash in BIAB? Not really necessary!

Here's my Hefe recipe. It also happens pretty much the exact proportions of all traditional German Hefe's. Easy breezy!

5.0 gallon batch
5.0 lbs Pilsner Malt
5.0 lbs Wheat Malt
Mash @ 153F
Boil 90 minutes (be sure to account for extra boil off!)
1.0 oz Hallertau @ 60 minutes
Ferment @ 63ish ambient for TWO WEEKS
Bottle/Keg carbonate for 2 weeks
Primary #1 - Midnight Ryeder (Midnight Wheat and Rye)
Primary #2 - Florida Weiss
Primary #3 - Kane-DOH APA (Honey Citra APA)
Secondary #1 - Downtown Flanders Brown (brewed August 2012)
Keg #1 - Raspberry Florida Weiss
Keg #2 - Cinnamon Raisin Cider
Keg #3 - NONE!
Bottled - NONE!
